Renamed the Bob R. Brooks, Jr. Justice Building in honor of the former Chief Deputy Attorney General of Arkansas, the historic skyscraper returns to prominence after 25 Years of vacancy.

LITTLE ROCK, Ark., April 23, 2025 — One of Arkansas’s most storied landmarks has officially entered a new chapter. Moses Tucker Partners, in partnership with Equity Partnership Holdings, proudly announces the completion of the $35 million redevelopment of the historic Boyle Building in downtown Little Rock. Reintroduced as the Bob R. Brooks, Jr. Justice Building, the project marks a transformative investment in the future of the city’s urban core.

Located at the prominent intersection of Capitol Avenue and Main Street, the 12-story tower will serve as the new home of the Office of the Arkansas Attorney General. A restaurant concept is also planned for the ground floor, bringing new energy and pedestrian activity to one of downtown’s most visible corners. Moses Tucker Partners will provide ongoing professional property management, ensuring the building remains a best-in-class civic facility and a long-term asset for the community.

“As developers, we approached this project with deep respect for the Boyle Building’s legacy and a clear vision for its future,” said Chris Moses, Principal, President & CEO of Moses Tucker Partners. “This restoration goes beyond bricks and mortar; it’s a strategic investment in the cultural and economic vitality of downtown Little Rock.”

Built in 1909 as the State Bank Building, the Boyle Building was Arkansas’s tallest structure at the time and is widely regarded as one of the earliest skyscrapers in the region. Designed by architect George R. Mann, whose portfolio also includes the Arkansas State Capitol, the building has long stood as a symbol of early 20th-century progress and architectural ambition. Vacant for more than two decades, the building’s revitalization required significant structural upgrades, modernization of all major systems, and meticulous preservation of original architectural details. The result is a seamless fusion of historic character and contemporary functionality.

“Reviving a 115-year-old structure comes with complex challenges, but we believe historic buildings are irreplaceable assets to our city’s identity,” said Moses. “The building’s transformation symbolizes what’s possible when thoughtful development, public-private partnership, and civic pride align. We’re proud to lead downtown into its next era.”

The building’s reactivation is already spurring renewed investment and development interest along the Main Street corridor. As a civic anchor and symbol of successful historic preservation, the project is expected to catalyze broader economic momentum throughout downtown Little Rock.
